Players all dying on server restart

i am not sure what is causing this but every time i restart the server all of the players die and lose all of their items.  they maintain their levels and even show what was equipped in their hot bar but it is all gone.  The player must choose a new respawn point, i have logged out in town restarted the server and logged back in within 5 minutes, respawned at the town and my bag is not even there.

I am not sure what is causing this I have spent most of the day going through google, discord and even these forums but have not even come close to an answer.  I would like to get this server up and running so that people can play on it, any help would be appreciated.
